Multinational Bureaucracy
The colonial idea of a government ‘by the people, for the people’ had morphed over time into ever-expanding government bureaus and agencies filled with those who represented the banking industry, multinationals, and industrialists.The bureaucracy operated to protect those interests just as the banking representatives who met at Jekyll Island to usher into law the creation of the Federal Reserve. These corporate entities have had long established groups which insured government policy was aligned with their plans.
In 1917, President Wilson assembled a group of scholars known as ‘The Inquiry’ to prepare recommendations which were later used in the League of Nations pact.259 What began as ‘The Inquiry’ would continue as the Council of Foreign Relations, a think tank of carefully chosen of Democrats and Republicans among financiers, manufacturing leaders, and lawyers, to guide government policy.

The Sun of government at 05 Leo was conjunct the (debt) Saturn-Neptune (slavery) cycle at 04 Leo and square a 1920 Lunar eclipse at 03 Taurus. Mars was square a 1920 Solar eclipse at 28 Aries. Mercury at 16 Cancer and Chiron at 13 Aries were in a transiting square to aspect the Jupiter-Saturn cycle at 14 Capricorn.
The Sun was conjunct the Declaration North Node at 06 Leo as transiting Chiron of vulnerability was at 13 Aries square the emphasized Declaration Sun at 13 Cancer, focus was on government. (more on emphasized planets)
The transiting square of funding Venus at 22 Gemini and Saturn at 21 Virgo aspected the Declaration Neptune at 22 Virgo and Declaration Mars at 21 Gemini which highlighted the Saturn and Neptune energies of the cycle. Critical Mars at 26 Cancer was emphasized by Declaration Pluto at 27 Capricorn for aggressive control as Mercury of advisors was also emphasized. (more on keywords)
The early CFR members supported the League of Nations, as they were concerned primarily on postwar business.260 The practice of filling government personnel with CFR members was based on a distrust of public opinion, that without ‘proper leadership’ the public would fluctuate away from the internationalist policies the CFR held and return to the isolationist policies of the past.261
The CFR was not the only group steering the direction of the country through positions of power in both Democrat and Republican administrations.

The aggressive transiting square of Mars and Uranus was conjunct Paris Jupiter policy at 22 Capricorn and Paris Venus funding at 24 Libra. Transiting Venus was emphasized in the conjunction to the Paris North Node as transiting the Sun of government and Mercury of advisors was in opposition to the Paris Mercury. Chiron of battle at 15 Aries was conjunct an emphasized Paris Mars whereas the CFR Chiron was at 13 Aries.
The transiting square of Mars at 22 Capricorn 05 and Uranus at 22 Libra 06 was near perfect to detonate the Saturn-Neptune cycle at 22 Libra as Neptune was stationary. The Sun at 24 Pisces and Mercury at 21 Pisces opposed the Jupiter-Pluto at 23 Virgo.
The Saturn-Neptune cycle is often featured in event of debt, downtrodden people and slavery such as Bacon's Rebellion, the Bonus Army eviction and the ratification of income tax.
The first Trilateral Commission executive meeting issued a declaration, the number one purpose was “to counteract economic and political nationalism.”
The Trilateral Commission, like the CFR, distrusted public opinion preferring technocratic control (control by technical experts) with government control on information. A consolidation of appointed experts in the executive branch, unelected but with governmental power, was a cornerstone to corporate control.263
Saturn was stationary at 04 Cancer in square with transiting Pluto of control at 05 Libra to aspect the Declaration Jupiter policy at 05 Cancer while the Sun at 28 Libra was square the emphasized Declaration Pluto at 27 Capricorn.
The 1980 election would have three linked to the Trilateral Commission, President Carter for reelection, John Anderson as Independent, and Ronald Reagan’s Vice President George H. W. Bush to maintain the illusion of choice.264
Zbigniew Brzezinski, a Trilateral founder, was an adviser to President Obama. President Obama would appoint eleven of the Trilateral Commission to his administration including Michael Froman as U.S. Trade Representative who would negotiate the TPP signing.265
CFR and Trilateral members in government positions maintained an international direction no matter which party happened to be in the White House.
Corruption and Scandals
Americans watched the flagrant corruption in government as their representatives enriched themselves in Congress. A Gallop poll released in September of 2015 found a majority of Americans saw Congress as corrupt with seventy five percent believing government corruption was widespread.266 In 1763 the first Solar eclipse in Aries was at 23 Aries, eighty-four years later in 1847 the Solar eclipse was 24 Aries, after another eighty-four years, in 1931 the Solar eclipse was 27 Aries. The scandal-plagued year of 2015 had a Solar eclipse at 29 Pisces instead of Aries with three Lunar eclipses in Aries.
The New York Times broke the story on Hillary Clinton’s server on March 2, 2015.267 Saturn was stationary retrograde at 04 Sagittarius in opposition to the Federal Moon to harden public opinion at 04 Gemini with the Sun at 11 Pisces in opposition to the Federal Midheaven at 10 Virgo.
Transiting Venus at 12 Aries was square the Saturn-Neptune cycle at 11 Capricorn as Saturn was stationary.
The Clinton campaign could not seem to shake off the damage done by the New York Times email story. After six months, on September 8, 2015, Hillary Clinton apologized, just two days after Venus turned stationary direct at 14 Leo.268
The apology compared to the server story in March had the stationary Venus conjunct Jupiter at 14 Leo to appeal for generosity as it opposed the email story Mercury at 15 Aquarius. Transiting Mercury news at 12 Libra was in opposition to the email story Venus at 12 Aries in a double whammy. The Sun at 15 Virgo in opposition to Chiron at 16 Pisces highlighted the damage the story had done.
The apology was five days before a Solar eclipse at 20 Virgo with the dispositor transiting Mercury at 12 Libra was square the Saturn-Neptune cycle at 11 Capricorn.
Rippling Rebellions
WikiLeaks continued to unravel the secretive TPP deal by leaking the Intellectual Property Rights Chapter on October 9, 2015, only four days after it was signed at the final meeting.269. This happened on the day Mercury turned stationary direct and transiting Venus had come out of shadow at 00 Virgo 46. Hillary Clinton had praised the TPP as being the 'Gold Standard' of trade agreements. Venus had turned stationary direct with her apology and Venus coming out of shadow exposed the TPP. The WikiLeaks TPP revelations in 2013 had also occurred with Mercury stationary direct. The globalists plan for the TPP to formalize corporate power over the people and markets inflamed both the right and the left.270
Stationary Mercury and the North Node conjunct the Pilgrim Midheaven at 00 Libra brought intense focus on the government. The Sun at 16 Libra conjunct the Pilgrim Mars at 16 Libra with transiting Uranus at 18 Aries highlighted the explosive rupture of the secret agreement. Transiting Mars was emphasized at 09 Virgo to energize public protest in square to the Ascendant at 10 Sagittarius and denounce the proposed Jupiter law at 12 Virgo.
Transiting Venus at 00 Virgo was square transiting Saturn at 01 Sagittarius to aspect the Pilgrim public Moon at 02 Sagittarius and vulnerable Chiron at 01 Pisces. WikiLeaks exposure of the plans for corporate empowerment would make it very difficult to get through a Congress confronted by an angry informed public.
This would be a thirteen-year stationary Mercury return to the authorization of force by Congress against Iraq on October 11, 2002, which pumped massive funding into the Pentagon for contracts. (more on stationary returns)

A group of armed militias seized the Malheur National Wildlife Refuge Headquarters in an unexpected move that surprised the demonstration organizers.272 The insurgency had Uranus stationary direct at 16 Aries in opposition to the Pilgrim Mars at 16 Libra and square the Pilgrim Mercury at 16 Capricorn.
Transiting Mars at 29 Libra was square the stationary retrograde Mercury at 00 Aquarius to aspect the Pilgrim Uranus at 01 Leo. This was a double whammy of all three, stationary Mercury, stationary Uranus and Mars to fire up rebellion as Jupiter was also stationary over a judicial ruling.
The Sun at 11 Capricorn was conjunct the Saturn-Neptune cycle at 11 Capricorn. The critical Mars was conjunct the Saturn-Pluto cycle at 27 Libra.
Rebellion against rules was also inside the government agencies as the NSA Inspector General, Dr. George Ellard released a report that showed there were FISA abuses routinely taking place.273
Jupiter of regulation became stationary retrograde at 23 Virgo on January 7, 2016, to oppose the Federal Mercury at 22 Pisces. Mercury of information was stationary retrograde at 00 Aquarius in square with the transiting Mars at 02 Scorpio to aspect the Federal Uranus of rebellion at 01 Leo.
The abuses were in regard to the EO 12333 data from the 1981 Reagan Executive Order the NSA was still using. NSA Director Mike Rogers tightened the rules, yet the compliance issues continued.274
Contingency Plans
Governments and corporations always have plans to mitigate the impact of potential disasters. The careful steerage for decades of the direction of United States government towards globalism was indicative of proactive risk management.
Those behind the TPP would regard either a Sanders or a Trump presidency as a catastrophe level threat. Plans would be in place long before the primaries were completed for the off chance that Hillary Clinton did not win the election and fulfill the completion of the TPP.275
Unbeknownst by the public, on March 9, 2016, an oversight review of FBI system access was alerted to thousands of unauthorized queries of specific individuals within the NSA database which triggered a full compliance review.276

The Solar eclipse the day before at 18 Pisces was conjunct the Federal uncontrollable Lilith at 18 Pisces as a part of a transiting T-square with Jupiter at 18 Virgo and Saturn at 16 Sagittarius. The transiting Mars at 01 Sagittarius was conjunct the Federal North Node at 01 Sagittarius as the transiting North Node at 21 Virgo and the transiting Chiron at 20 Pisces aspected the Federal Mercury data at 22 Pisces.
On April 18, 2016, NSA Director Rogers cut off all outside contractor access to FISA information and specifically outside contractors working for the FBI after the January report of FISA abuses had continued.277
The day before, both Mars and Pluto turned stationary retrograde together, both were stationary when troops arrived in Boston, when the British rejected the Oregon offer setting off war drums, and for Lexington.
