The Lunar eclipse at 15 Capricorn opposed Declaration Sun at 13 Cancer with the transiting square of Mars, Jupiter, Neptune and Chiron in aspect to the Declaration Moon of the public at 27 Aquarius and Lilith at 27 Leo.
President Obama’s trade representative formally notified Congress on December 14, 2009, that the United States would enter into TPP negotiations, demonstrating that both parties represented the needs of the ruling class, not the voters. President Obama wanted fast-track authority on the TPP, just as President Bill Clinton had wanted with the North American Free Trade Agreement and the World Trade Organization, with the negotiations kept top-secret.249

Transiting Mercury at 12 Capricorn was square the emphasized Paris Mars at 14 Aries. Transiting Sun at 22 Sagittarius was square the transiting Uranus at 22 Pisces to focus the aspect on the emphasized Paris Mercury at 23 Virgo.
Mars was stationary retrograde on the TPP announcement and when Mars became stationary to change direction on March 15, 2010, the TPP negotiations began in Melbourne, Australia.
The stationary Mars at 00 Leo was conjunct the Federal Uranus at 01 Leo, Mars Uranus contacts often indicate war. The transiting Chiron was again at 28 Aquarius conjunct the emphasized Federal Mars at 28 Aquarius and square the Ascendant at 27 Scorpio.
Treaty negotiations were so shrouded in Pisces secrecy that members of Congress were only allowed to see certain portions under supervision though hundreds of lobbyists were given access, tight corporate control prevented any public pushback.
“Corporations had unprecedented access and influence to the crafting of the trade agreement beyond the purview of the public eye” as the 5000 pages of the TPP agreement written at the behest of corporations would take precedence over the laws in the signatory country.250
