One could hardly look at events in the twenty-first century without first considering 9/11 and the aftermath. It was a day of magnitude, people remembered where they were when they learned of the attack. The date was an anniversary of events pertaining to war and strangely enough, central banking.
September 11, 1789, the Senate approved central bank proponent Alexander Hamilton as Secretary of Treasury.229 September 11, 1841, President Tyler vetoed for a second time an attempt to reestablish a central bank.230 President Roosevelt issued the ‘shoot on sight’ policy on September 11, 1941, in advancement toward WWII. September 11, 2001, was the 60-year anniversary of the Pentagon groundbreaking.
In May of 2001, Mars was retrograde at 29 Sagittarius conjunct Saturn-Uranus cycle at 29 Sagittarius 55.
The next month, the Solar eclipse was at 00 Cancer on the summer solstice.
By September, Mars had returned to 29 Sagittarius and was out of shadow at 01 Capricorn conjunct the (tragic) Saturn-Uranus cycle in an (aerial attack) to oppose the critical eclipse at 00 Cancer. (more on keywords)
The Sun at 18 Virgo was square Uranus-Pluto at 17 Virgo.
Mercury at 14 Libra was square transiting Jupiter at 11 Cancer to aspect Saturn-Neptune at 11 Capricorn and a Lunar eclipse at 13 Capricorn.
Note that transits of the Sun, Mercury, and Mars aspected two Saturn involved cycles and two Uranus involved cycles. (making yearly event page)
Transiting Mars at 01 Capricorn had only been out of shadow days before to attack square the Declaration Midheaven at 01 Libra.
Destructive Pluto was conjunct the Declaration Ascendant with Saturn at 14 Gemini to oppose the Ascendant. (more on transits to nation charts)
Chiron of battle at 23 Sagittarius in square with transiting Lilith at 22 Pisces formed a Grand Cross with an emphasized Declaration Mars at 21 Gemini and Declaration Neptune at 22 Virgo. Neptune was emphasized in the opposition to the North Node. (more on emphasized planets)
Saturn and Uranus were also highlighted by transits to the Constitution chart.
Uranus at 21 Aquarius was conjunct Constitution Saturn at 23 Aquarius.
Saturn at 14 Gemini was conjunct the Constitution Chiron at 13 Gemini.
The double whammy of Mars and the North Node was striking.
Transiting Mars at 01 Capricorn was conjunct the Constitution North Node at 01 Capricorn.
Transiting North Node at 03 Cancer 08 was near perfect conjunction to Constitution Mars at 03 Cancer 05.
On September 23, 2001, President Bush would sign Executive Order 13224 to begin a terrorist surveillance program.231
Saturn was stationary retrograde at 14 Gemini, only minutes from its 9/11 position, to square the Uranus-Pluto cycle at 17 Virgo. (more on stationary orbs)
The Sun at 00 Libra was square Saturn-Uranus at 29 Sagittarius (Mars on 9/11).
Mercury at 26 Libra was conjunct Saturn-Pluto and Jupiter-Neptune at 27 Capricorn.
Jupiter at 13 Cancer opposed the Saturn-Neptune at 11 Capricorn.
Uranus at 21 Aquarius was square Jupiter-Saturn at 22 Taurus.
All four Saturn involved cycles aspected from planets at critical degrees.
The stationary Saturn at 14 Gemini in opposition to the Pluto of power at 12 Sagittarius was pronounced on the Declaration Ascendant of the public at 12 Sagittarius. The transiting North Node at 01 Cancer was square the Sun at 00 Libra to conjunct the Declaration Midheaven at 01 Libra as Jupiter enlarged the emphasized power of government Sun at 13 Cancer. Transiting Chiron at 23 Sagittarius was square the Declaration Neptune at 22 Virgo as the transiting emphasized Neptune opposed the Declaration North Node.
Mars at 08 Capricorn was conjunct the Paris Saturn at 05 Capricorn 59 and square the Paris Neptune of surveillance at 08 Libra. The transiting emphasized Neptune at 06 Aquarius aspected the Paris Ascendant of the public at 06 Scorpio and the shadowy Lilith at 05 Leo.
Transiting Mercury at 26 Libra was conjunct the Paris Venus as the transiting Chiron at 23 Sagittarius was square the emphasized Mercury at 23 Virgo.
A fourth pillar of government would begin to take root without the supposed checks and balances of the executive, legislative or judicial.
The Patriot Act
The Bush administration ushered the Patriot Act through Congress only six weeks after 9/11. It was signed at 9:49 am on October 26, 2001, as a protection “to intercept and obstruct terrorism”. The Act enhanced the power of the Department of Justice and the FBI, for searches without prior notification, and expanded surveillance power into private banking and medical records. Warnings that the broad definition of terrorism could be used on ordinary citizens to end privacy and the Fourth amendment were brushed aside.232 The Patriot Act had a stationary direct Mercury, Uranus, and Neptune, with Jupiter stationary retrograde. Transiting Venus at 13 Libra was square Saturn-Neptune at 11 Capricorn. Stationary Mercury at 15 Libra and stationary Jupiter at 15 Cancer were square the transiting Venus at 13 Libra to aspect the Lunar eclipse at 13 Capricorn. The Sun at 03 Scorpio was square Jupiter-Uranus at 05 Aquarius as Mars at 29 Capricorn aspected Saturn-Pluto at 27 Libra and Jupiter-Neptune at 27 Capricorn.
Mercury turned stationary only minutes from its position on 9/11 and was a stationary thirty-three-year return to the Gun Control Act of 1968.233 Jupiter was a stationary return to 1835 which also coincided to an attempt by Mexico to disarm Texas settlers which set off a revolt.234 (more on stationary returns)
The writs ruling in 1761 also had simultaneous stationary Mercury, Jupiter and Neptune, a legal abuse that led to the American Revolution fifteen years later.
The transiting square of the stationary Mercury at 15 Libra, Venus at 13 Libra and the stationary Jupiter at 15 Cancer aspected the Declaration Sun at 13 Cancer and the emphasized Saturn at 14 Libra to expand the weight of law. Transiting Pluto at 13 Sagittarius opposed transiting Saturn at 14 Gemini to aspect the Ascendant of the masses at 12 Sagittarius. Critical Mars at 29 Capricorn was conjunct the emphasized totalitarian Pluto at 27 Capricorn.
President Bush signed the Homeland Security Act the following year, on November 25, 2002, at 1:46 pm to establish the Department of Homeland Security as a stand-alone cabinet-level department.235 The DHS would merge over twenty Federal agencies in the largest reorganization of military and government intelligence since the National Security Act at 12:30 in the afternoon on July 26, 1947.236
The Congressional Budget Office estimated the budget increases nearly tripled by 2005 compared to before 9/11.237 Heavy military spending benefited those in defense with both Venus and Jupiter stationary.
The stationary Jupiter at 17 Leo conjunct the Paris Midheaven at 17 Leo massively enlarged government. Neptune of surveillance at 08 Aquarius was conjunct the Paris Pluto at 08 Aquarius with both emphasized. Neptune was emphasized by transiting Chiron at 07 Capricorn conjunct the Paris Saturn at 05 Capricorn and square Neptune at 08 Libra. Pluto was emphasized as the transiting Pluto at 16 Sagittarius was square the Paris North Node at 18 Pisces.
The identity theme of ‘us versus them’ was pronounced as the transiting North Node at 08 Gemini and Mercury at 09 Sagittarius aspected the Paris government Sun at 10 Virgo. (more on identity) (more)
The DHS creation had Mercury of information at the same degree of 09 Sagittarius as Executive Order 12333 which was signed on December 4, 1981, by President Reagan. The DHS Mars at 26 Libra would conjunct and energize the EO 12333 Pluto power at 26 Libra as the DHS stationary Venus would conjunct Jupiter for financial infusion. EO 12333 was considered a fundamental tool for data collection that required other agencies to fully cooperate with CIA requests for information.
According to John Tye, a former State Department official in 2014, “We’ve taken significant steps down the road towards a surveillance state and there hasn’t been any debate about it, or none at least about the most significant authority, which is 12333.”238 The CIA Act was signed on June 20, 1949, as Mercury was across the axis at 09 Gemini with both Mercury and Neptune stationary.
