The Dance to War
Although a proclamation of neutrality was issued on September 5, 1939, there were incremental steps towards war with a bolstering of national defense budgets.214
A new Jupiter-Saturn cycle had formed at 14 Taurus on August 7, 1940. Watch for events of consequence in formation of a new cycle for about three weeks.
Weeks later on September 2, 1940, the Destroyers for Bases Deal was signed as both Jupiter and Saturn of the new cycle were stationary.
The agreement was negotiated with Britain to exchange aged destroyers for United States air and naval bases in a significant shift of policy with Uranus of change also stationary.215

Stationary Mercury at 28 Aquarius was square to the Saturn-Uranus cycle at 27 Scorpio. Venus at 11 Pisces opposed Jupiter-Neptune at 08 Virgo.
Stationary Mercury was conjunct the Federal Mars at 28 Aquarius and square the Ascendant at 27 Scorpio. Transiting Venus at 10 Pisces opposed the Federal Midheaven at 10 Virgo for the seven-billion-dollar financial aid package to assist Britain’s exhausted credit. President Roosevelt and Prime Minister Churchill had a secret meeting for the Atlantic Charter on August 9, 1941, only two days after Uranus had entered Gemini. The leaders would collaborate and announce the Atlantic Charter on August 14, 1941, an eight-point agreement of war plans and post-war plans for peace.217 Under the Charter, the United States Navy would protect both British and American ships. Several of the points reflected the internationalist thinking that would later be used in the United Nations charter.218

Within weeks, on September 4, 1941, the USS Greer and a German submarine crossed paths, exchanged torpedoes and depth charges with little damage done, it would be used to bring the United States into the war.219
Mars, Uranus and Saturn were stationary with a Lunar eclipse the next day at 12 Pisces. Venus at 17 Libra aspected Jupiter-Pluto at 19 Cancer and a Solar eclipse at 17 Aries. Stationary Mars at 23 Aries was conjunct a Lunar eclipse at 22 Aries as stationary Saturn at 28 Taurus opposed its position of the Saturn-Uranus at 27 Scorpio.

The Lunar eclipse the next day at 12 Pisces was conjunct the Federal Saturn and Sun and oppose the Federal Midheaven. Jupiter, as the eclipse ruler, was emphasized as the transiting Jupiter was square the Federal Lilith as Venus was square the Federal Jupiter.
Once again, a stationary Mars following the Uranus entry of Gemini, and a stationary Saturn as well, for an important event that would awaken the public. The stationary Mars at 23 Aries was a return to the 1862 Battle of Bull Run, which had a stationary Mars at 19 Aries. That day was also the groundbreaking for the Pentagon with Mars, Uranus and Saturn still stationary. President Roosevelt was aware he would need public support in each step closer to war.220
