The first Aries Solar eclipse in this Uranus cycle would be on April 17, 1931, at 27 Aries that would be followed in May with the formation of a new Jupiter-Pluto cycle at 19 Cancer, the same degree as the Federal Reserve Mars and the Federal chart Jupiter.
Draining Gold Reserves
The Federal Reserve would again fail to take actions to avert the financial devastation of the country. On September 4, 1931, transiting Jupiter returned to the Jupiter-Neptune at 10 Leo from twelve years earlier, the dissolving Neptune would become magnified by Jupiter. Americans hoarded (Saturn) gold in response.191 That day, Saturn turned stationary direct at 16 Capricorn in opposition to the new Jupiter-Pluto cycle at 19 Cancer as three of the four Saturn involved cycles were aspected.
The Sun at 27 Virgo was conjunct Jupiter-Saturn at 26 Virgo, Venus at 01 Libra was square Saturn-Pluto at 02 Cancer and Mars at 02 Scorpio was square Saturn-Neptune at 04 Leo. Five days later there was a Lunar eclipse at 02 Aries. (making yearly event page)
Saturn was a fifty-nine year stationary return to the September 14, 1872 adjudication announcement by a Geneva tribunal that awarded the United States fifteen and a half million to be paid in gold as an indemnity against Britain building Confederate Navy ships despite claiming neutrality.192 (more on stationary returns)
The earlier Saturn stationary return would feature the Battle of Lake Erie on September 10, 1813 as the defeat of the British helped America turned the tide in the War of 1812.193 These returns held echoes of tensions with Britain.
Stationary Saturn at 16 Capricorn was conjunct the Pilgrim Mercury at 16 Capricorn as transiting Mercury at 09 Virgo was square the Pilgrim Ascendant at 10 Sagittarius conveyed the important announcement. (more on transits to nation charts)
Pluto power and positive Jupiter were simultaneously stationary for the first time since the new Jupiter-Pluto cycle at 19 Cancer formed in May of 1931. Pluto stationary direct at 19 Cancer empowered the new cycle as the transiting Uranus at 19 Aries joined by the Sun at 17 Aries were in square to focus and electrify the cycle. Stationary Jupiter at 12 Leo made a deep impression in the return to the Jupiter-Neptune cycle at 10 Leo.
The Jupiter-Uranus cycle that had formed at 03 Aries 24 in 1927 with both planets in stationary retrograde orb would have a near perfect conjunction from Mars at 03 Aries 26. This energized the public and magnified an urge for radical change in the expectations from the government.
On July 28, 1932, at 4:30 pm the Army began evicting the people that remained.197 General Douglas MacArthur had troops with fixed bayonets and six tanks force the marchers out. The General had Pennsylvania Avenue cleared before 6:00 pm and by midnight the encampment by the river was burnt down, actions that became a public relations nightmare.
The eviction occurred with both Uranus and Mercury stationary retrograde as Venus stationary direct at critical 00 Cancer aspected Saturn-Pluto at 02 Cancer, Uranus-Neptune at 03 Capricorn and Jupiter-Uranus at 03 Aries to generate sympathy at the harsh treatment.

Transiting Mars at 02 Scorpio was square the Pilgrim Uranus at 01 Leo as transiting Uranus at 18 Aries opposed the Pilgrim Mars in a double whammy, a signal of conflict, erupting as has been noted on important events in earlier cycles.
Europe exchanged their dollars for gold, draining the United States reserves as bank runs spread across the country to the benefit of European economies. The previous Uranus cycle had gold discovered in America, this cycle had Europe draining the gold.
Desperate Violence
President Hoover refused to allow government relief to help the starving, homeless and jobless, believing government dependence to be communistic. He was unable to balance the idea of temporary help to the citizens which gave rise to a building polarization over the role of government in economic policy in order to recover from the Depression.Pluto in Cancer of home and food had wrought devastation with food shortages and homelessness. In January of 1932, the President attempted to revive the economy with the Reconstruction Finance Corporation, to make loans to railroads and banks. This gave the optics that he was willing to help big business rather than people. 1932 was an election year and people wanted change.
Unemployment had forced people to lose their homes, live in cardboard shacks, and stand in long breadlines. Some of the unemployed joined in Communist Party marches and demanded jobs for all those laid off, funds for health care, winter fuel and more. By four in the afternoon of March 7, 1932, a demonstration in Dearborn, Michigan became violent with four killed and dozens injured after the marchers tried to force their way into the Ford plant.194
A Solar eclipse at 16 Pisces occurred the same day as the protest march with both the North Node and Mercury of protest at 26 Pisces in opposition to the policy Jupiter-Saturn business at 26 Virgo of the labor force. Venus at 28 Aries was conjunct the Uranus-Pluto at 29 Aries and the earlier Solar eclipse at 27 Aries.
The Solar eclipse at 16 Pisces opposed the Constitution Venus at 16 Virgo with the transiting emphasized Venus at 28 Aries square the Constitution Uranus at 29 Cancer. Transiting Mars of conflict at 09 Pisces was square the Constitution Moon of the people at 07 Sagittarius and opposed to the Constitution Mercury of protest at 11 Virgo.

‘The Forgotten Man’
On April 7, 1932, Franklin D. Roosevelt gave his ‘Forgotten Man’ speech over the radio in his campaign for president.195 The despondent public responded to his optimism, few things break through bleak despair like hope, help for those at the bottom rather than the top. The contact stimulated the cardinal T-square of Uranus-Neptune at 03 Capricorn, Saturn-Pluto at 02 Cancer, and the Jupiter-Uranus cycle. All three Neptune cycles were aspected, as Roosevelt struck a chord of sympathetic understanding to the demoralized with his populist positions. The speech resonated so well as to be iconic decades later.
President Hoover knew his bid for reelection had been hurt by the Great Depression. He decided his best chance for success would be in running against Franklin Roosevelt, Hoover viewed him a mental lightweight that would give the best ideological contrast.
The Sun at 17 Aries with Uranus at 19 Aries brought focus as stationary Pluto at 19 Cancer became an intense transiting square to aspect the Constitution Neptune of sympathy. The stationary Jupiter opposed the Constitution Pluto to further magnify government power with Mars of action at 03 Aries square the Constitution Mars at 03 Cancer.
Since Roosevelt was an outsider with little establishment support, President Hoover maneuvered powerful contacts in media to ensure Franklin Roosevelt’s nomination in the Democratic primary.196 Hoover did not realize the appeal of an outsider in periods of public revolt.
Abused Army Veterans
In early June newspapers reported World War I veterans were marching toward Washington, D.C. in an attempt to get the bonus promised in 1924 paid out early as Venus turned retrograde. The vagrant army camped with their families in vacant buildings on Pennsylvania Avenue or in tents along the river and numbered from 11,000 to as many as 15,000 who hoped to influence Congress, but the Bonus Bill failed in the Senate on June 17, 1932. The Sun at 05 Leo square the transiting Lilith at 04 Taurus aspected Saturn-Neptune at 04 Leo and appeared malevolent which brought a fierce backlash. Transiting Jupiter at 27 Leo was in square and focused Chiron at 27 Taurus to aspect the Saturn-Uranus cycle at 27 Scorpio as the Army would be in battle with Army veterans for the worst possible optics. Transiting Mars at 25 Gemini was square Jupiter-Saturn at 26 Virgo as the heavy-handed actions had each Saturn involved cycle aspected.
The stationary Mercury at 00 Virgo opposed the Federal Mars at 28 Aquarius and square the Federal North Node at 01 Sagittarius brought a collective gasp to the country as the story spread. Transiting Jupiter at 27 Leo square with transiting Chiron of battle at 27 Taurus also aspected the Federal Mars soldiers and the Ascendant at 27 Scorpio which reaped the Hoover administration and the Army deep disapproval. The emphasized North Node at 18 Pisces conjunct the Federal Lilith at 18 Pisces marked the action as a betrayal.
A month later, a Solar eclipse at 08 Virgo 10 was soon followed by a new Jupiter-Neptune cycle at 08 Virgo 25. The new cycle would fuse themes of the Jupiter law with the illusionary idealism of Neptune in Virgo of agriculture, labor, and civil service in a sea change.

The outsider, Franklin D. Roosevelt would campaign on a message of a hopeful future with an actively involved government versus President Hoover who ran on his commitment to the gold standard and a balanced budget. The election would be a landslide win for the populist message in a time of desperation.
